The paper describes the different capital city functions that are accomodated in Brussels. There are in fact five different capitals in Brussels in search of a place. Their locations are conditioned by Brussels' eventful history. The analysis subsequently focuses on the rather negative relation between the local public intellectuals and the city's European capital functions. The location of the European headquarters within the existing urban fabric – unlike Luxemburg and Strasbourg – has caused residential expulsion and further confrontations with the local community during all expansions.Brussels has the most politically decisive institutions. The competition with Luxemburg and Strasbourg has in the past given rise to dubious building processes and hidden agendas regarding the further construction of the necessary space for Europe.Unlike most other capitals Brussels has a low degree of esteem from its citizens. The After-May 68- Movement reacting initially against the CIAM-realisations during the 1970s, continues its activities up until today against two highly symbolic projects: the North Station area called the Manhattan Quarter and the European Headquarters. The movement launched the term Brusselization on the international forum and continues to promote the negative image of its city – notwithstanding the complete change of the official urban planning.The article is a plea for the integration of the actual one-sided advocacy planning within a more comprehensive urban planning approach where strong and soft functions are more in balance. This can also improve the quality of the new European campus now under consideration to accomodate the entry of the East European states in the Union.  相似文献

This study evaluates some aspects of the socio-economic transformation of rural Romania with reference to the views of representative organisations (at national, regional and local levels) and other experts. Interviews conducted in ten communes of nine Romanian counties (‘judete’) focus attention on the advantages and disadvantages of system change experienced since 1989; the most important problems and constraints for future socio-economic change; and appropriate policies and perspectives for development in the immediate future. Wherever appropriate the claims of interviewees are substantiated through reference to statistics, drawn in many cases from Chambers of Commerce & Industry (CCI). Local level representatives presented much more negative views on recent change than their national and regional level counterparts, but all agreed on the crucial problem of capital shortage. Thus while specific programmes to assist rural areas are justified, they cannot fully succeed until the national economy is able to grow more rapidly and attract greater foreign investment. Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The paper concludes with some commentary on the political realities of implementing transboundary MSP.  相似文献

Off the western coast of Sumatra among the islands of Pulau Banyak, fishing is the primary occupation for the men of Haloban. They are self-described “traditional” fishers, using low-tech gear and small boats to catch fish, octopus, lobster, and other sealife in the nearby coral reefs and mangroves. Women also regularly venture out into the deep mud of the mangroves to collect clams. Their efforts to extract livelihoods and subsistence from the reefs take place in an open-access commons with few formal institutions or enforcement mechanisms to regulate resource use. While explicit regulations and customary limitations on fishing in the coral reef commons are lacking, Haloban fishers improvise some common etiquette and practices that are adaptable to the shifting context.This case study presents Haloban fishers' use of the commons as situated practices, unarticulated and embedded within a complex social–ecological system. These practices reflect fishers' understanding of, and relationship with, their environment, and may represent a nascent form of local “rules-in-use”, informing behavior without direct social mechanisms for enforcement. This paper presents research collected using ethnographic methods, including participant observation at sea. As NGOs and government agencies work to craft management plans that share use of the reefs with tourism and conservation, a better understanding of actual resource use and fishing practice may inform more nuanced, adaptable, and truly “local” community-based management.  相似文献

Over the past two decades development has been shifting its focus toward smaller scales and particular problems. As a result, the household has become an increasingly important institution for development, and has come under increased scrunity as development practitioners and scholars seek to better understand this institution’s functions and foundations, trying to ‘get the household right’. These efforts, rather than clarifying the character and the function of the household, have contributed to its indeterminacy by reifying the very institution they seek to analyse. Arguing that these efforts fundamentally miss the point of examining the household, this paper introduces a different framework of analysis that addresses the household not as a fixed object of research, but as a local construction that embodies flows of power and knowledge both within and transcending the local. Using the example of varying constructions of the household in two villages in Ghana’s Central Region, this article illustrates how such an approach allows us to address the various functions of the household as particular embodiments of these flows, an approach that better explains the endurance or ephemerality of these functions. Such an approach provides a stronger foundation for the consideration of how particular constructions of this institution may have troubling implications for issues like gender equity and sustainability.  相似文献

Sustainable management of communal grazing lands in Ethiopia is crucial to sustain livestock productivity and reduce land degradation. This study was conducted in Dera district, Ethiopia, to assess local communities’ perceptions of the degradation and their attitudes on the management of communal grazing lands. Household surveys, group discussions, and the contingent valuation method were used to gather data. Results indicated that local communities are aware of the degradation and are willing to participate in the management of communal grazing lands by contributing labor and cash. Labor contribution is positively and significantly correlated to total livestock units (TLU) and credit, and negatively correlated with household size and extension service. Significant correlation between the willingness to contribute cash and TLU was also detected. Community participation and discussions, demarcation of boundaries, equity in benefit sharing, and engaging both formal and informal institutions are crucial to sustain and enhance the effectiveness of grazing land management.  相似文献

North American forests provide multiple ecosystem services, such as carbon storage, biodiversity, and recreation. These services are often coordinated through multifunctional management, whereby various users and owners contribute to collective agendas. Forests in exurban “transition” zones are crucial components in the sustainability of broader metropolitan landscapes, but represent a particularly understudied confluence of ecosystem services and multifunctional management. In this paper, we develop a place-based approach to assess ecosystem services in transitional forests (those between rural and urban). We demonstrate how trajectories of forest composition are linked with shifting ecosystem services that both shape and are shaped by management activities. Sited in Stinchfield Woods, a forest in southeast Michigan, this study draws on a household survey, interviews, ecological data, and archival information. Given variations in priorities over time and among different users, we suggest that coordinated, adaptive management may improve provisioning of ecosystem services in ways that benefit multiple users.  相似文献

Local community based institutions that coordinate the management of natural resources have been linked to socioecological resilience, adaptation and sustainability within rural livelihood systems throughout the developing world. The resilience and sustainability of related local institutions, however, is influenced by their relationship with external actors and institutions, particularly in facilitating, supporting or hindering local institutional arrangements. From this standpoint, this paper examines the case of local community based institutions involved in wetland management in western Ethiopia. Drawing upon the findings of participatory fieldwork undertaken in eight wetland‐using communities of Illubabor and Western Wellega zones in Oromia Region it is argued that although local institutions do play a key role in coordinating wetland management and sustaining the benefits from wetlands, the sustainability and resilience of the institutions themselves is threatened by a range of factors. Despite their grassroots nature, their effectiveness is influenced by their reliance on local government backstopping that appears to have diminished in recent years, as well as a perceived lack of local government support for collective action over individual rights.  相似文献
