Until the 1990s fisheries were largely managed by the state. Since then, Dutch government and the sector increasingly recognized that a fishing industry cannot be managed effectively without the cooperation and participation of fishers to formulate policy and to implement and enforce laws and regulations. As a result, in the nineties, the existing neo-corporatist arrangement was replaced by a co-management system in the Dutch flatfish fishery. Co-management is often seen as leading to greater procedural legitimacy and subsequently compliance. However, constructing an effective co-management arrangement is not only a matter of building institutions but also a matter of building trust relations between the government and industry. Institutional arrangements such as co-management can contribute to these trust building processes; however, a too strong reliance on institutional arrangements can lead to distrust when new challenges are being faced and institutional arrangements fail to adapt to these changes.  相似文献

While the notion of results based management has been devoted recent attention in the context of reforming European fisheries management, it remains unclear what it entails. A conceptual model of results based management in fisheries is proposed as a way for public authorities to delegate specific management and documentation responsibilities to resource users. The model comprises three defining features: (1) That authorities define measurable objectives for the utilization of fisheries resources; (2) that resource users are made responsible for achieving these objectives and for (3) providing documentation that allows for an audit of the extent to which they are met. Selected cases are used to illustrate these features. Rationales and prospects of introducing results based management as an alternative in a European fisheries management context are discussed, giving consideration to how it may be pursued under the reformed common fisheries policy.  相似文献

While the economic and environmental benefits of fisheries management are well accepted, the costs of effective management in low value fisheries, including the research necessary to underpin such management, may be considerable relative to the total economic benefits they may generate. Co-management is often seen as a panacea in low value fisheries. Increasing fisher participation increases legitimacy of management decision in the absence of detailed scientific input. However, where only a small number of operators exist, the potential benefits of co-management are negated by the high transaction cost to the individual fishers engaging in the management process. From an economic perspective, sole ownership has been identified as the management structure which can best achieve biological and economic sustainability. Moving low value fisheries with a small number of participants to a corporate-cooperative management model may come close to achieving these sole ownership benefits, with lower transaction costs. In this paper we look at the applicability of different management models with industry involvement to low value fisheries with a small number of participants. We provide an illustration as to how a fishery could be transitioned to a corporate-cooperative management model that captures the key benefits of sole management at a low cost and is consistent with societal objectives.  相似文献

One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies.  相似文献

This paper examines the involvement of coastal communities in fisheries management among the countries of the Gulf of Thailand—Malaysia, Vietnam, Cambodia and Thailand. Initiatives to decentralize management to local governing bodies, to utilize traditional management methods and to engage in community agreements to protect local resources are explored. An examination of recent experiences indicates some movement toward more local involvement in management. However, the study also leads to several suggestions for the future: in Vietnam and Cambodia, there is a need for significant legislation to control fisheries operations and greater clarity of the role of communities in management; in Malaysia, there is an overall need for more support to local fisheries management; and in Thailand, the need is for greater support of local-level enforcement and monitoring activities.  相似文献

Participatory research in environmental and natural resources-related fields is premised on many of the same notions that underlie participatory processes in decision making. This study examines one instance of participatory research to assess the extent to which the documented benefits of participatory decision-making hold up in the context of research. A survey of Chilean shell-fishers engaged in research with marine biologists assesses the relationships between four variables: fishers’ participation in research, fishers’ opinions of biologists, fishers’ trust in biologists, and fishers’ acquisition of knowledge from biologists. Results illuminate the multidimensionality of these variables and suggest that complex interrelationships between them make the benefits of participatory research more nuanced than those reported for participatory decision-making. For instance, participatory research may provide low benefits when participatory research outcomes differ little from those produced solely by scientists. In addition, high-cost scenarios may result when outcomes of participatory research are inferior to those produced solely by scientists. A third downside may result when participation leads participants to increase their deference to scientific knowledge, thereby defeating the corroborative purpose of their participation. A fourth effect may occur when increased trust by in scientists results from participation, decreasing participants’ perceived need to take part in research.  相似文献

Participatory fisheries management has been increasingly proposed as a useful management approach to address fisheries problems. However, the criteria regarding its applicability and measures of success still seem unclear. This study reviews the main concepts and theory behind two participatory resource-management approaches and compares them to the reality of fisheries management in Costa Rica. The analysis shows that while the implementation of a participatory approach in fisheries management should be encouraged, it is essential to keep in mind the possible limitations these approaches have. Furthermore, it seems important to improve institutional coordination and develop social, legal and economic policies that will allow the state, together with coastal communities, to contribute in an effective way to fisheries management.  相似文献

This research examines attempts to develop co-management arrangements in the Maine lobster and Chesapeake Bay blue crab fisheries. It finds that the attributes of user groups and resources as well as government support are important in facilitating the development of co-management, but are not sufficient. This study highlights that the process of developing institutions for co-management is lengthy and time consuming and that user groups do not necessarily embrace changes to the status quo. I argue that the nature of distributional conflict and the affiliation of policy entrepreneurs account for variation in the development of co-management regimes in these cases.  相似文献

Community-based coastal resource management (CBCRM) is a major conservation and fisheries management strategy in the tropics. In this study, the performance of 16 CBCRM programs in the Philippines was assessed using a meta-analysis of eight indicators that represented the perceptions of local resource users. Overall, the CBCRM programs in the Philippines were perceived to have a significant positive impact. However, the performance of each of the indicators was mixed. Although the CBCRM programs were perceived to be effective in empowering the local fishing communities, their perceived impact on improving the state of the local fisheries resources remained limited. This highlights the importance of incorporating ecological and socio-economic considerations in setting fisheries management regimes.  相似文献
