| 摘 要： | 总结了河南省生态环境建设的成就和存在问题，分析了河南省生态环境系统特征，确立了河南省生态环境建设的总体目标：逐步建立能适应全省社会，经济可持续发展的良性的生态环境系统，实现中华大地山川秀美。并重点就加强宣传和领导，郊区我投入，法制建设，重点工程建设，自然保护区的建设与管理，生态环境的科学研究等方面提出了河南省生态环境建设的具体对策。
