摘    要:在黄河流域多维临界调控模型得到的水资源配置结果的研究基础上,从调控方案所实现的经济效果、社会效果和生态环境效果三个层次建立了评价黄河水资源可承载程度的指标体系,并构造了水资源可承载程度的模糊综合评价模型;最后应用该评价模型对黄河流域2010和2020水平年共27个调控方案进行了水资源可承载程度分析评价,可为黄河流域水资源可持续开发利用提供决策参考。

Abstract:The Yellow River is the second large River in China,and it is the most important water source of northwest China and north China. The Yellow River watershed is vast,the physiognomies are complicated, and the climate is quite different from the different regions,in which most of the watershed is located in the arid and semiarid regions,it is in shortage of water resources,and the per capita volume of water resources is only 593 m3 and less than one fourth of the average in China. Along with the social and economic development,population growth and deterioration of aqueous environment in the watershed,the shortage of water resources has become more serious,which restrains seriously the social and economic development in the watershed. In this paper,an index system of evaluating the carrying capacity of water resources in the Yellow River watershed is developed, and a fuzzy synthetical evaluation model of the carrying capacity of water resources is also developed from the consideration of economy returns,society effects and environment benefits based on the study results of redistribution of water resources,achieved with the model of multi-dimensional regulation and control of water resources in the Yellow River watershed. On which the carrying capacity of water resources in the Yellow River watershed in 27 regulation and control schemes for the years of 2010 and 2020 is analyzed and evaluated,which can provide the references for the decision-making of sustainable exploitation and utilization of water resources in the Yellow River watershed.
