| 摘 要： | 科技进步是产业结构调整的基本动力，中国加入WTO，意味着产业结构调整要在更加广阔的背景下进行。文章分析了河南产业结构调整的紧迫性，归纳出国外产业结构调整的4条经验，结合河南产业结构调整的方向与重点，提出加大力度实施科教兴豫战略，组建一批高科技产业集团，优化高新技术产业研究开发和创新的政策环境等三大结构调整对策。

| Abstract: | Science and technology progress is the basic drive for industrial structure adjustment. China's entrance into WTO means its industrial structure adjustment will be carried out under more widely background. This article analysed the necessity of industrial structure adjustment, concluded 4 pieces of experience on oversea industrial structure adjustment, combined the direction and stress of Henan industrial structure, then put forward 3 industrial structure adjustment countermeasures, including strengthening the implement of prospering Henan by education and science, building up a series of high-tech groups, and optimizing the policy environmental conditions for R&D and innovation in high-tech industries. |
