摘    要:测绘地理信息是有效应对自然灾害的基础性关键信息,对应急测绘保障体系的研究与建设具有重大意义。随着应急地理信息的获取、传输、处理与共享应用技术的高速发展,传统信息采集技术难以满足应急救灾地理信息快速实时采集的需求,因此,本文针对应急救灾行业,建立了基于"天地图·黑龙江"应急救灾地理信息采集平台,为行业提供应急救灾信息快速采集更新的手段,为政府部门提供决策辅助和技术支持,同时也对进一步提升科技创新,增强测绘地理信息对公共安全的应急保障能力,具有重要意义和潜在价值。

Abstract:Surveying and mapping geographic information is the basic key information effectively responding to natural disasters and has a great significance on research and development of emergency mapping support system.As the developing at higher speed of emergency geographic information acquisition,transmission,processing and sharing application technology,traditional information collection has been difficult to meet the emergency relief geographic information fast real-time collection.Therefore,based on emergency industry,this paper establishes the emergency relief geographic information acquisition platform based on " Map World-Heilongjiang",which provides the means of emergency relief information collection and update rapidly and decision support and technical support for the government,at the same time,and has the important significance and potential value to further enhance the scientific and technological innovation and emergency support capabilities of surveying and mapping geoinformation to the public security.
