| 摘 要： | 在改革成为社会各界持续热议并正发力推进的今天,改革思维和视角的重塑与再造意义非凡。全球一体化的大势正推进着文化融合走向深入,洋为中用、中西合璧等观点正深度影响着我国改革进程,尤其是土地制度改革。笔者认为,只有立足文化基因的视角,明白"洋如何为洋用"才能做好"洋为中用",切实做到"大我"和"小我"的理性认知,公平和效率的均衡协调、底线和红线的表里融合理应成为我国土地制度改革的主论调和基本准则。

| Abstract: | Reform is the topic that the Chinese society talks continually hotly about, and is about to be put further into effect. It makes perfect sense that the reform perspectives should be reconstructed and the reform thinking should be remodeled. Positive trend of globalization is promoting the deepening of cultural integration, while the notions of ＂make foreign things serve China＂ and ＂succeed in a combination of Chinese and Western elements＂ are having profound impacts on China＇s reform process, in particular in the field of land reform. The perspectives of Chinese cultural genes must be insisted and the mechanisms of ＂how western elements serve the West＂ must be understood, before the notion ＂make foreign things serve China＂ can be taken well into effect in Chinese real society. And the rational cognition of ＂social self＂ and ＂personal self＂, the balance and coordination between fairness and efficiency, and the integration of exterior and interior for so called ＂base line＂ and ＂red line＂, should rather become the mainstream and the basic principles of China＇s land reform. |
