| 摘 要： | 中国加入WTO后,将对河北省国土资源开发管理带来重大影响.其主要表现为,土地资源需求扩大,土地开发企业竞争加剧,有利于矿产开采业的升级,但对环境保护提出了严峻的挑战,对现行的国土资源管理体制、调控机制,政企不分和市场法规不健全将产生冲击.应采取的对策包括着力解决提高国土资源管理效率,加大资源开发和引进外资力度.加强宏观调控的科学性、系统性和全面性,加强法制建设,建立国土资源信息化服务体系,积极培育世贸组织适用人才. |

| Abstract: | China's entry into WTO will bring about momentous influences on the exploitation and management of territorial resources in the province Hebei. The influences will be manifested by: the expanding demand for land resources, the intensifying competition between enterprises in land exploitation business, being beneficial for mining industry to upgrade. However, the environmental protection will be also challenged severely, and the management system of territorial resources currently in effect, the mechanism for regulation and control as well as making no distinction between governments and laws and regulations will be pounded. The countermeasures in reply should include: laying emphasis on improvement of management efficient of territorial resources, increasing the strength for exploitation of resources and import of foreign capital, enhancing the macro-control scientifically, systematically and comprehensively, strengthening the constitution of legal system, establishing the informationized service system of territorial resources, fostering actively the suitable talents for WTO and so on. |
