| 摘 要： | 在城市中，当某些灾害发生以后，如何迅速精确地将灾害损失情况进行定量统计和分级评估，是一个十分重要的问题。本文基于城市ＧＩＳ和航空视频录像技术提出了一种对灾情进行调查统计与评估的方法，即建立一套航空视频图像与自动调查相结合的图像处理系统，实现对灾害损失的及时调查统计与合理的评估分析，并可为现场救灾指挥决策、灾后重建、灾情研究和保险理赔等提供重要的依据。

| Abstract: | It is a very important problem for a rapid and accurate statistics and grade assessment of the disaster after a calamity occurred in the city. This paper presents a new method of rapidly invesitigate and statistics the disaster based on the urban GIS and the aero-video tape recorded technology. accomplishes the rapid invesitigation. statistics and equitable assessment and analysis of the disaster damage. and provides a important basis for the salvage plan decision on the spot. the post disaster reconstruction. the disaster study and the insurance preminum compensation. |
