摘    要:大气不仅是地球自然环境的组成部分,更是人类赖以生存的基础资源。随着大气污染和气候变化逐渐成为全球关注的重大议题,传统大气污染等概念大多阐述大气研究的单一维度,未能全面反映大气的整体功能和特殊之处,因此本文提出“大气安全”概念。通过梳理大气的生态系统服务,构建大气安全的理论框架。最后,应用该框架对京津冀及周边地区2+26城市进行综合评价。在总结大气安全分维度、分区域的特点后,提出相关建议,以期明确大气治理的重点区域和领域,为政府决策提供参考。

Abstract:The atmosphere is not only an important part of the earth's natural environment, but also a basic resource for human survival. As air pollution and climate change have been the major global concern, traditional concepts such as air pollution can not fully reflect the overall function and particularity of the atmosphere, so this paper proposes the concept of atmospheric security. By analyzing the atmospheric ecosystem services, we construct a theoretical framework of atmospheric security. Finally, the framework is applied to the comprehensive evaluation of the “2+26” cities in the Beijing-Tianjin-Hebei region and its surroundings. After summarizing the characteristics of sub-dimensions and sub-regions of atmospheric security, we offer relevant proposals for the local governments in order to identify the key areas of atmospheric pollution control.
