| 摘 要： | 在分析论述了湖南省土地资源的特点与利用条件和湖南省当前土地利用中存在着耕地数量减少，耕地后备资源不足、人地矛盾突出、土地利用结构与布局不合理、土地利用效量低下、土地质量下降等问题及其主要原因的基础上，提出了湖南省土地资源可持续利用的对策。主要包括合理开发利用和保护耕地步源，加强土地资产化管理，提高土地资源利用效率，因土制宜，合理布局和使用农用土地，加强土地生态建设，提高土地质量，健全和完善土地法规和政策等。

| Abstract: | The article discusses the characters and available conditions of Hunan land resources. Not only does it analyze the current problems and their main reasons occurred in the utilization of land resources in Hunan, such as: the decline of cultivated land, the lack of cultivated land in support, the conflict between human beings and lands, the illogicality of structure and distribution of land utilization, the low benefit of land utilization, the decline of land quality, and etc., it brings forward the main countermeasures to the sustainable utilization of land resources in Hunan as well, including reasonable exploitation, utilization and protection of the cultivated land; reasonable distribution and use of agricultural land in the light of local conditions; strengthening the construction of ecological land and rising the land quality; improving and perfecting the land laws and policies. |
