| 摘 要： | 从协调我国地区经济发展的观点出发,概要总结了我国加快落后地区经济发展的重要举措—扶贫和扶持民族地区主要政策的成效,解剖了欠发展优势地区的基本条件,提出了提高民众生活水平、重视生态环境保护、密切对内联系与协作的基本战略;同时建议将“西部沿边落后的民族地区→黄河与长江中上游生态保育地区→沿海相对贫困地区”的梯级扶持政策,作为我国“十五”期间宏观区域发展政策的重要组成部分。

| Abstract: | The development of minority nationality regions and impoverished regions is an important part of coordinated regional development in China.This paper first examines the effects of relevantpolicies and analyses the developmentprospects of these regions. On the basis of the above analysis,major strategies are put forward,such as to improve the living standard of local residents,to pay closer attention to environmental and ecological protection,to strengthen the intranational and international cooperation,etc. Finally,in order to improve the the effects of regional policies,poverty- relief strategies in major regions are discussed respectively. |
