| 摘 要： | 中国新疆与俄罗斯西西伯利亚地区地理位置毗连,广泛开展双方的地区间经济合作,不仅有利于促进中俄共同繁荣与发展,而且有利于巩固本地区乃至中亚的安全与稳定.本文首先按照跨境区域合作的空间范围、一体化程度和合作方性质对目前国际上几种主要的区域合作模式进行了归纳总结.新疆和俄罗斯西西伯利亚地区均远离各自国家的经济和政治中心,属于较为落后的内陆地区,且在政治制度、经济体制和产业结构上具有较大的差异性,经济互补性强.基于此,双方的合作不宜采取以国家为合作主体、涉及主权让渡和较强排他性的一体化模式,而应采取灵活的、开放性的和以项目合作为主要内容的次区域合作方式.当前主要的次区域合作模式有以国家政府推动的"新加坡-印尼-马来西亚"增长三角和地方政府推动的"珠-港-澳"次区域合作、国际和地区组织推动的大湄公河、图们江次区域合作.其次,通过考察和分析,认为具有独特地域经济特点的新-西区域合作应以国家和地方政府、国际和地区组织共同推动,并充分考虑本地差异性较强的实际,采取跨境旅游休闲型经济特区、境外经济合作区、科技园区等多样化的发展方式,确立相应的合作领域与合作机制,促进新-西地区社会经济发展. |

| Abstract: | In this paper, the main area-cooperation models that exist in the world are first summed up in accordance with the scope of cross-border cooperation in space, the level of integration and the character of cooperation members. As to the space, there are four levels of area cooperation, mainly border area, sub-region area, cross-border area and inter(pan)-area divided by stages of integration. Xinjiang and its adjacent West Siberian Region of the Russian are all far away from their respective political and economical centers, which belong to the underdeveloped hinterland areas. There are a large number of the obvious differences in political system, economic system and industrial structure between them. Their economy can be complementary each other. Therefore, it is not suitable for both sides to adopt an integration model that involves national cooperation, sovereignty relinquishment and consignment as well as strong exclusiveness. Instead, a flexible, open sub-regional cooperation that mainly involves project coordination will be better. The sub-regional cooperation between Xinjiang and West Siberia should be facilitated by both national and local governments, international and local organizations. With the differences of both sides, multiple development models should be adopted including special economic zones mainly concerning leisure tourism, cross-border economic cooperation zones, science and technology parks etc. Corresponding system and field of cooperation should be established to expedite the social-economic development of Xinjiang and Siberia. |
