| Abstract: | Guangzhou Metropolis has been gradually carrying out the project of restructuring the administration system after Beijing and Shanghai. At present, the fringe cities Huadu and Panyu have been changed into two districts of Guangzhou, and Zengcheng and Conghua will be the same. They all will be classified into the integrated planning and building system of Guangzhou. How to transform their function from a center of rural zone into a subcenter of a metropolis is a key problem for the development of the middle sized and small cities such as Zengcheng and Conghua. From the present situation and problem of urban planning and building in Zengcheng, by means of the comparative and correlative analyses, the background, chance and restriction to the development of Zengcheng are studied. It is pointed out that the planning and building of the middle sized and small cities on the fringe of large city must follow the way of sustainable development. |
