| 摘 要： | 地震灾害是人类自然灾害中最为严重的一种灾害。一次破坏性地震会给人类造成巨大的生命和财产的损失，叙述了地震灾害损失的特点及开展地震保险、设立地震灾害基金业务的必要性和发展前景，提出了开展地震保险、地震灾害基金业务的一些构想。

| Abstract: | Earthquake disaster is the most important one of human natural disasters. A devastating earthquake can bring human tremendous loss of life and wealth. Characteristic of earthquake disaster loss and current situations of developing earthquake insurance and earthquake disaster fund operation are listed . The countermeasures to promote earthquake insurance and earthquake disaster fund operation are proposed. |
