摘    要:环境与发展是人类在实现可持续发展过程中必须同时兼顾的两个基本目标。以生态足迹反映人类的自然资源消费情况.运用基尼系数和洛伦茨不对称系数分析了136个国家在1996至2005年间的人均自然资源消费不均等情况。结果表明.各国在人均资源消费上不均等程度显著.能源消费的不均等程度最大:可更新资源消费的不均等程度在研究期间呈加剧趋势,能源消费和各种资源消费的不均等程度呈现总体下降的趋势:高消费国家的高人均自然资源消费量对人均自然资源消费的不均等程度影响最大。为了促进世界各国人均自然资源消费的均等化.提高全人类的福利水平,高消费国家应该不断提高资源使用效率,降低人均自然资源消费量:低消费国家在控制人口增长和节约使用资源的同时.适度提高人均自然资源消费量。

Abstract:Environment and development are two primary aims towards sustainable development. Human natural resources consumption is reflected by Ecological Footprint in the paper. We calculated the ecological footprint per person (EEF) and regenerate resources from 1996 to 2005. The results GINI coefficients and Lorenz asymmetry coefficients of (EF) and its two sub items energy footprint per person footprint per person (REF) of 136 countries in the world show that the inequality of natural resources consumption per person is significant, especially the inequali is the largest among these countries; from 1996 ty in fossil energy consumption per person to 2005, inequality of regenerate resources consumption per person has increased, but inequality of fossil energy consumption and all kinds of natural resources consumption per person have decreased; the high inequality in resources consumption per person is primarily due to high natural resources consumption per person in high-consumption countries. In order to make natural resources consumption per person more and more equal to improve the welfare of human beings, high-consumption countries should increase natural resources continually by using efficiency to decrease natural resources consumption, and low-consumption countries should increase natural resources consumption per person rationally by controlling population growth and conserving natural resources.
