| 摘 要： | 针对国家基本比例尺地形图是否有著作权问题的几种观点 ,按照著作权法理论进行分析 ,认为该类型地图有著作权 ,并由国家享有著作权权益。针对国家基本比例尺地图作品的管理现状 ,提出应建立有针对性的国家著作权管理体制 ,以发挥该类型地图的著作权财产性权能对国家基础测绘事业的促进作用。

| Abstract: | This paper analysed three opinions about the copyright of basic national topographic maps on the basis of the copyright law. This convinced us that the country should enjoy copyright of the this kind of maps. Aimed at the management present situation of this kind of maps, the authours suggested that the country should set up basic national topographic map copyright system, so as to bring its important role into play in basic national S/M undertaking. |
