| 摘 要： | 运用归纳法和比较分析的方法对湿地生态系统功能及价值评估方法进行研究,并运用经济学原理阐述生态补偿的经济学依据,在吸收借鉴国际实践经验的基础上,认为采用生态补助的方式,遵照"谁受益、谁补偿"、"谁受损、补偿谁"的原则,是科学合理的制度安排。并给出可能的资金来源,强调国家公共财政购买国家重要公共产品,最终形成多主体参与的激励相容机制。

| Abstract: | The article introduces the ecological function and value evaluation of wetland using the methods of induction and comparative analysis,and explains the basis of economics for wetland ecological compensation according to the theory of economics.Referring to international experiences,providing compensation for ecological functions according to the principles of "the beneficiaries pay the compensation" and "compensation goes to losers" is an appropriate institutional arrangement.Possible financial sources were also identified.It was highlighted that the national government purchase the critical public products in order to establish a mechanism of compatible incentives with multiple participants. |
