| 摘 要： | 土地整理目前已成为我国提高耕地质量,增加耕地面积的一项重要手段和措施。新增耕地则是土地整理的核心之一。然而笔者近两年通过参加土地整理项目的可行性研究和规划设计发现,由于受资金,地形地貌,科学技术水平等条件的制约,丘陵山区的土地整理项目中新增耕地质量难以得到保证。本文以鄂西山区为例,通过对研究区域新增耕地质量实地调查和思考,得出了山区土地整理中新增耕地质量低下的原因,并就如何保证新增耕地质量提出了建议。

| Abstract: | Land consolidation has become an important means and measure to increase arable land and to improve its quality. And new arable land is one of the core of land consolidation.However, by participating in the feasibility studies and planning and design of land consolidation projects, we can find that due to the constraints of funding ,topography and technological level ,it is difficult to guarantee the quality of new arable land. This paper takes the mountain area of western Hubei province as a case ,through investigation and reflection of the research area , point out the cause why the quality of the new arable land is poor in land consolidation projects and put forward some suggestions on how to ensure the aualitv of the new arable land. |
