农用地转用价格评估方法研究

摘    要:文章以土地管理法的相关法律条文为依据,分析了农用地的转用价格组成。农用地转用价格由农用地质量价格、农用地社会价值量、地面附着物及青苗补偿费三部分组成。在此基础上,提出新的农用地社会价值量评估方法。结合我国的社会保障体系,考虑土地的社会价值量在整个社会价值量中的比重,可以确定农用地的社会价值量,进而可以对农用地转用价格进行评估,并以宝应县为例就此评估方法做介绍。评估结果分析表明,该评估较好地反映了农用地的转用价格。

Abstract:In this paper, the price compose of changed agricultural land is analyzed according to some land manage laws .The price of changed agriculture land is composed of quality price, society value and ground attachment compensate. And then ,a new evaluating methodology for the society value of changed agriculture land is put forward. It could be evaluated with considering the social security system and the proportion which the land society value offered in all society value, and in this methodology , the price of changed agriculture land could be evaluated. In this paper, this methodology is introduced by taking Baoying county of Jiangsu province as an example. It makes clear that the evaluating result preferably reflected the changed agricultural land price.
