| 摘 要： | 土地利用弊端导致生态环境恶化，自然灾害频繁，经济贫困落后，群众生活低下，这就决定了“生态经济工程”建设的必要性和紧迫性。“生态经济工程”建设的新思路就是合理的调整土地利用结构，种植结构，产业和产品结构；合理利用自然资源（光、热、水）土地资源，通过综合治理的途径，兴办绿色产业，实现生态，经济和社会效益的统一。

By the way comprehensive control green industries will be developed to benefit ecology, economy and society. |
