| 摘 要： | 探讨恢复生态学理论对生态脆弱地区的城镇化政策和措施的启示和引导.以重庆三峡库区为例,在生态转型、动力机制转型、土地资源紧缺以及城镇化和生态格局的冲突等问题基础上,提出应关注生态脆弱地区城镇化的特殊性的观点.认为该类地区城镇化建设中主要问题是应明确可利用土地资源是关键限制因子;其次是如何整合人居环境和自然生态格局.提出生态脆弱地区应在生态优先条件下推进城镇化发展的观点,并对当前城镇化相关实施政策提出了对应的见解:针对移民政策,认为生态恶化指数高的区域建议外迁移民,生态条件尚可的区域仍可采用迁建的城镇化模式;针对新农村建设,提出应引导农村居民点向城镇居民点转型或结合生态管制进行迁村并点的观点;针对合理引导城镇空间结构方面,建议采用极化的空间格局;针对动力机制,建议生态移民和政策扶持相结合,重点城市工业化与区域生态保育相结合,劳务输出和制度保证相结合.
