| 摘 要： | 矿业权转让的高额收益,致使矿业权违规转让行为增多,造成国家收益减少.新疆作为国家矿业开发基地,矿业权交易日趋频繁.保障国家收益,维护矿业秩序,保护交易公平责任重大.针对矿业权转让中因政策不完善、市场建设落后、补偿机制不到位等问题造成矿业权转让高收益现象进行阐述并提出建议和对策.

| Abstract: | Huge profit in mining right transfer cause illegal action on the increase,which seriously affect national interests.Xinjiang,as the main mineral resource in china,has the great responsibility on the market rules regulating and national interests defending.In the paper,countermeasures are analyzed and proposed to solve the problem of huge profit in mining right transfer causing by policy flaws,backward market mechanism,and compensatory mechanism lacking. |
