| 摘 要： | 针对朝阳市水资源短缺、水污染加重的实际状况,从如何管好、用好有限的水资源实现水资源可持续利用的战略高度,深入分析了"十一·五"前全市水资源监测、研究、服务的发展过程,揭示了当前水资源监测、分析工作中存在的实际问题,系统地论述了水资源监测分析对水资源配置、管理、保护、研究的作用及重要性,阐明了"十一·五"期间全市水资源监测分析的发展方向及奋斗目标.
