| 摘 要： | 本文首先论证了建设突发公共事件应急平台的必要性,然后介绍了平台的总体设计,其中突出介绍了平台的核心部分以及详细设计,最终通过试点运行,证实了平台作为应急体系运转枢纽和神经中枢,具有科学性与实用性。

| Abstract: | Firstly,this paper demonstrates the necessity of building Emergency Platform toward thunderbolts.Then,it introduces the main design of the platform,especially the key parts and its detailed design.At last,as a operation hinge and a nerve center of emergency dealing system,the platform is proved to be scientific and practical by operating in some places. |
