| 摘 要： | 发挥后发优势，实现生产跳跃式发展，是我国特别是中西部地区加快重要战略方针，为发挥好后发优势，应当研究“新经济”所昭示的新趋势和新经验，研究实现跨越式发展的规律性，客观和主观条件，理清思路，采取一些特殊措施，尤其是突出“第一生产力”的地夹和作用。

| Abstract: | For several ten-years in initial period of the 21 cen tury, the central and western parts of China should be good at giving full play to the “afterwards-advantages" to realize development in “spanning-form" wit h the spirit of the Fifth Plenary Session of 15th Central Commitee of CCP as a g uide. For this purpose, they should follow the law of disequilibrium in economic development, analyse own advantages and shortages, fully use progress of scienc e-technology and “the law of disequilibrium", accelerate pace of reforming and openning, use some useful experience of “the new economy" for reference, maxm ize favourable factors and minimize unfavourable ones, to find out a shortcut wa y to develop modern characteristic economy. |
