Abstract:Policy makers and water resources managers should be aware of the evolving information on climate change impacts as an activity that is preparatory, but not central, to sound decision making on current water resources management actions. Policies that ensure effective contemporary water management will form the core of a “no regrets” strategy that will contemporaneously serve adaptation to climate change and uncertainty. Hence, an “adaptive management” approach rather than an “anticipatory strategy” is warranted for most water management actions. An effective water management system depends, to a large extent, on a well-functioning institutional framework and the treatment of water as an economic and social good, both of which are a prerequisite for adaptation to contemporary climate variability. It will also serve as the foundation for responding to uncertain climate change scenarios.
