| 摘 要： | 我国资源瓶颈、环境胁迫、生态退化加剧,倒逼国土资源利用转型升级,其核心在于资源利用创新。国土资源多样性包括多门类、多属性和多用性。重视土壤的含水性和含碳性。从多元视角分述本世纪调整国土资源结构、转变资源利用方式、统筹国土空间属性、利用境内外两种资源的初步认知和实践探索,在不同程度上有新的进展。优选资源利用升级的地方样板,通过省（区）、部联手互动,可望加速转型。

| Abstract: | In China, resources choke point, environmental stress, and intensified ecological degradation make the utilization of land and resources have to transform and upgrade, the core of which is the innovation of resource use. The land and resources diversification includes multi-class, multi-attributes and versatility. The soil water and carbon content should be paid attention to. This paper, from the multi-perspectives, analyzes one by one the structural modification of land and resources, the transformation of resources utilization, the overall planning of land spatial attribute, the preliminary cognition and practical exploration for the use of the domestic and overseas resources from the beginning of this century, which all have the new progresses to some diverse extent. It is expected that the transformation could be accelerated through selecting the local models of resources utilization upgrading and the interaction between provincial （autonomous region） and ministries. |
