| 摘 要： | 本文从战略角度提出了国土治理能力的定义,分析了提升国土治理能力的重要意义及目标任务,探讨了提升国土治理能力的主要途径,提出加强国土资源综合监管是提升国土治理能力的重要环节。提升国土治理能力面临三项关键工作,一是推进土地管理制度改革,提升国土民生改善能力;二是加强国土空间用途管制,提升国土空间统筹能力;三是建设国土云,推进国土精细化管理。

| Abstract: | This paper has proposed the definition of the land governance capabilities from the strategic point of view for the first time. And then we have analyzed the importance and the main objectives and tasks of enhancing the land governance capabilities and discussed the key means to enhance the land governance capabilities, and on the basis of these this paper has proposed that the important part of improving the governance is to strengthen the integrated supervision of the land and resources. The authors argue that the ability to enhance the land governance capabilities faces three key tasks： the first is to promote land management regime reformation, in order to improve people＇ s livelihood and welfare on land and resources; the second is to strengthen national territory spatial use controls, in order to enhance the abilities of spatial harmonization and overall planning; the third is to construct land clouds information system, in order to promote the fine land administration. |
