| 摘 要： | 针对通信部门对移动基站资源管理的需求，从系统总体设计入手，提出了基于ArcEngine的移动资源管理信息系统设计的基本过程，包括系统设计的目标、系统数据的组织、系统功能模块的设计。系统利用COM技术和组件GIS技术，采用面向对象的系统分析和设计方法，确保系统软件的实用性、可靠性、规范性、可扩展性，提高系统开发的效率，降低成本，为通信管理部门的业务操作提供决策支持。
