| 摘 要： | 随着村情村民信息管理日趋复杂,城乡信息化管理服务水平和行政资源配置等多方面的差距,导致目前村镇社会管理水平相对落后,大部分工作仍依赖于人工办理,传统的村镇管理模式与多元化的城市管理之间存在巨大差异。如何依据村情村民信息、利用信息化手段提高村镇公共管理水平,健全新型农村基层管理和服务体制成为当前面临的重要问题。因此,本文提出基于基础地理数据资源及国情监测资源,利用信息化手段构建村镇信息管理系统,通过对不同结构居民管理与村情关联分析,作为应用于村镇信息化管理的一种服务模式,从建设目标、设计思路和功能设计几个方面开展系统建设,为村镇信息化建设提供新型技术手段和管理模式。

| Abstract: | With the increasing complexity of villagers information management,the gap in service level and administrative resource allocation between urban and rural informationization management leads to the backwardness of social management level in villages and towns,most of work still depends on manual management,there are great differences between the traditional management mode of villages and towns and the diversified urban management,thus,how to improve the level of public management in villages and towns and the new rural grass-roots management and service system by means of information technology accord to the villagers′information,has become an important issue facing us at present.Therefore,this paper proposes to build a village information management system by means of geographic informationization combined with basic geographic data resources.The analysis of the relationship between the management of residents with different structures and the situation of villages,as a kind of service mode applied to the informationization management of village,the system construction should be carried out from the aspects of construction objectives,design ideas and function design,so as to provide new technical means and management mode for the informationization construction of villages and towns. |
