| 摘 要： | 对于任何一个大都市来说，人口问题已经涉及到经济、政治和社会影响的方方面面，严重影响着其区域未来的可持续发展。因此，研究和借鉴相同时期国外大都市区的人口发展政策，采取积极应对措施，将十分有助于我们解决现实问题。本文简要分析并总结了国外发达国家工业化以来，大都市区在人口发展方面的主要经验，如：科学的数据统计平台；适时的规划疏导；强有力的政府宏观调控；积极的市场导向机制；专门的咨询管理机构，以及配套的各项社会发展政策，等等。同时，本文也指出，由于较为类似的城市化进程，广大发展中国家大都市区一些成功的人口管理经验也值得关注。

| Abstract: | For any metropolitan area in the world, the population developing policy, as well as the other important issues, coming down to all the aspects of economy, politics, and society, is effecting seriously on its regional sustaibable development. Therefore, it is very timely to study and reflect on the population developing policy of other country for China to cope with present population problems, and also, is important to adopt rational population policy, along with positive action. Based on anlysising, the concluding parts summarizes the successful policies as below: collecting a scientific statistic database; piloting by city planning timely, interfered by powerful givernment; marketing positively; consultating by technical institute; and compounding with sorts of society policies. Meanwhile, the paper suggests that some population developing policy taking by the matropiliton area in developing countries might be more helpful for China. |
