| 摘 要： | 本文分析了湖南省区域开发的主要限制性因素，就开发效益，中心城市，人口与经济发展３个方面重点论述了限制性因素的产生，运行机制和对本省经济发展的不利影响，然后分别阐明了克服这些限制性因素的对策措施。

| Abstract: | Hunan Province is rich in natural resources. But the resources have not produced good economic results yet. The main restrictive factors are unreasonable regional and sectorial economic StructUres, low level of the resource processing and little additional value of industrial products. Basic structUre of regional and sectoral econonmy of the province are studied and ed justing measures are put forward. The keys of economic development in Hunan Province to give full play to the superiority of natural resources, make full use of the advantage of the loCation and give priority to the development of manufacturing economy.At present the urban scale of Changsha, the capital of Hunan, is too small to Promote economic development of the province as a whole. It is difficult for Changsha to play a leading role of central city of the whole province . The economic centre of Hunan Province should be the urban complex which consists of Changsha, Zhuzhou and Xiangtan , and the chief gateway be Yueyang. The urban complex should adjust its industrial structure, set up an industrial system with itS own features and shift from traditional economy to modernized economy. Anotherunfavourbale factor on economic development of Hunan Province is intense contradiction between population and cultivated land. Based on statistical data of the province in 1949- 1991, the present features of population and economic development in Hunan Province are analysed in this paper. Some measures of protecting cultivated land are Put forward. |
