| 摘 要： | 中国处于地震多发区，地震预报、预防工作显得尤为重要，通过建立《地震监测预报法》，提高全民防震防灾意识，检测现有房物抗震等级，地震局系统提升地震预报预测职能和工作力度；设置预防及减灾、救灾的机关或常设机构等10项措施，加大地震预防预报能力，减少地震带来的损失。
