| 摘 要： | 作为“资源大区”的新疆,在中国经济发展中具有重要的资源战略地位、生态安全地位和沿边开放地位。实施可持续发展战略,走可持续发展之路,是新疆区域发展的必然要求。在构建区域可持续发展指标体系的基础上,依据1980-2003年的统计数据,采用组合评价法研究新疆可持续协调发展及其动态变化,并得出一些主要结论和启示。

| Abstract: | Xinjiang has the important strategic status of natural resources,ecological security and the boundary opening to outside in China's regional development.Implementing sustainable developmental strategy is the inevitable choice of regional development in Xinjiang.On the basis of structuring the regional sustainable development evaluation index system,this paper adopts combined evaluation method to study the dynamic change of sustainable harmony development in Xinjiang and draws some conclusions.(1)Through appraising,the economic sustainable development level of Xinjiang,social sustainable development level and sustainable development ability has demonstrated the situation improved gradually since the 1980s,but the sustainable development level of ecological environment has appeared the situation of opposite change.(2) With a general survey of the changes of more than 20 years of total level of sustainable development of Xinjiang,it demonstrates the rising tendency with small fluctuations.The sustainable development level has been promoted very fast since 2000,which is identical to a series of important events such as the sustainable development set as the fundamental state policy of China since later 1990s,actions based on the sustainable development strategy implemented by the governments at all levels,public sustainable development consciousness awakened and the attention to ecology and environment stressed in the process of performing develop-the-west-China strategy.(3) A series of measures should be adopted in Xinjiang in a more costeffective manner to realize the sustainable development and curb the tendency of the worsening of ecology and environment in Xinjiang based on local conditions and uplift the sustainable development level.(4) The sustainable development strategy is a macroscopic strategy which concerns economic,social,ecological sustainable development of Xinjiang;it need unified understanding and joint efforts of the whole society,and even more the sense of duty and crisis awareness among different generations. |
