| 摘 要： | 通过对新疆吐鲁番地区矿产资源特点、资源开发利用现状等问题的分析,认为吐鲁番地区矿产资源开发利用与可持续性发展目标仍有一定的差距,主要表现在矿产勘查程度低;选、冶技术水平差,以原矿产品为主,深加工程度低;粗放型经营,管理薄弱,资源利用率低;大部分小型矿山企业,无正规设计,技术落后,回采率低,资源损失和环境污染严重等.提出吐鲁番地区资源开发实现可持续性发展应从以下几方面采取措施:提高技术科技含量、加大管理制度创新、加强专业人才培养等.

| Abstract: | Sustainability is still a major issue for the development and exploitation of mineral resources in Xinjiang's Turpan region. The main problems are reflected in many areas:this region is largely under-explored;mining recovery is fairly inefficient;processing and metallurgical techniques applied in this region are well below industry best practice;primary products still play a dominant role in marketing;operations are extensive,rather than intensive;downstream-processing is yet to be developed;utilization of resources needs to be enhanced and optimised;regulatory strength is not sufficient;management at mines is overall chaotic;most of the small-size mining companies have not proper designing work done,and their use of out-dated technology and practices has resulted in wasting resources as well as polluting the environment. In order to increase effective utilization of mineral resources,enhance the level of downstream processing and reduce environmental pollution,the solutions proposed in this paper are to use more advanced technology,encourage innovation in management policy and to develop professional talents to international standards. |
