摘    要:工程项目风险贯穿于整个项目的全寿命周期,即从项目的可行性研究直至验收终结。分析工程项目的运行规律,可知工程项目存在的风险具有客观性与普遍性、不确定性、可变性、可预测性、潜在性、阶段性、行为相关性、结果双重性及全面性等特征。管控工程项目风险就是项目所涉当事人,特别是项目班子在正确认识风险归属的基础上,利用各种风险识别方法及风险分析方法,对工程项目进行风险识别、风险评估,有重点的对风险依存时间、规模及项目进程进行管理,并在工程项目的实施中,积极采取减轻、预防、转移、规避、自留与后备等措施,对项目所涉风险进行有效控制,尽力减少和规避工程项目风险带来的损失,扩大风险事件的有利结果,以达到可靠实现项目总目标的目的。

Abstract:The engineering project risk is extended through total project life cycle, i.e. from project feasibility study up to acceptance winding-up. Analyzing the engineering project operational pattern can find out the characteristics of risk in engineering project are provided with objectivity and universality, uncertainty, variability, predictability, potentiality, staged, behavior dependency, result duplicity and comprehensiveness etc. The engineering project risk minimizing is the project agents concerned, especially the project team on the basis of correct understanding of risk bearer, to use all kinds of risk identifying and analyzing methods carry out engineering project risk identification and risk evaluation. Emphatically manage risk dependent existing time, scale and project progress, and actively use measures of mitigating, preventing, transferring, shunning, retaining and reserving to control project involved risks effectively. At full steam to reduce and avoid engineering project losses from risks, extend advantaged results of the risk event to realize general objective for project.
