| 摘 要： | 积极稳妥地推进城镇化已经成为21世纪关系我国社会经济发展全局的重大战略。在推进城镇化过程中，关键是要促使农村工业聚集发展，克服“无城镇化的工业化”模式的弊端，但目前我国农村工业向城镇聚集发展面临着成本高、阻力大等一系列困难。为促进我国农村工业向城镇适度聚集，必须消除阻碍生产要素流动的制度壁垒，进行乡镇企业的产权制度创新，并建立城镇工业小区，吸引农村工业向城镇聚集。

| Abstract: | In the 21st century, it has been a strategic policy to increase the level of urbanization in China. During the process of urbanization, the key is to make the scattered rural industries aggregate into urban areas and rectify the mode of "industrialization without urbanization". But there are still many difficulties in the process of rural industries moving into cities and towns. In order to promote rural industries development beyond community, the article provides some suggestions such as eliminate institutional barriers which restricted the flow of production factors, reform the property-rights system of village and township enterprises, set up the special industrial districts in the cities and towns and what the like. |
