摘    要:行政区域界线管理工作是国家政权建设的重要组成部分,全国68条省级陆地行政区域界线在勘界过程中形成了大量的图形、文本、表格、照片等珍贵资料,种类繁多,关系复杂。为满足对上述资料的有序存储、管理与提供服务的要求,本系统不仅具有地理信息系统功能,同时兼具办公自动化的特点,在充分分析资料的基础上,设计了系统的数据结构模型和系统功能,采用MapGIS这一国产优秀地理信息系统软件作为基础平台,在其上又作了相应的定制开发,实现了多种形式数据采集、编辑和存储建库,建立了融GIS和OA技术为一体的全国省级行政区域界线管理系统。

Abstract:The management of the administrative boundaries is an important responsibility for the government .In the course of68provincial administrative boundaries surveying and confirmation,various boundary surveying results have been formed,such as maps in various scale,text files,tables,photos,and the relationship are complicated.In order to develop the system with the function of geography information system and office automation,which can meet the requirements of data storage and management,the data structure model are carefully analysed and designed.The system with lots of customized function are developed on a platform,which is MAPGIS,an outstanding geography information system software developed by China University of Geoscience.With the application of the system,data collection,data editting and database construction are realized,and the Provincial Administrative Boundary Management System is established with the combination of OA and GIS.
