| 摘 要： | 为探讨土地资源社会价值内涵及其定量分析方法,揭示区域土地利用变化的社会驱动机理,采用文献分析和归纳演绎等方法开展研究,结果表明:土地资源社会功能包括土地资源的权属关系、土地利用管理模式、土地资源的社会稳定与社会保障等方面;采用耕地安全指数、粮食安全指数及劳动力流转指数可进行土地资源社会价值的定量化研究;目前,我国在土地利用管理中存在着国家一省(市)一农户三级管理体制,由于它们价值标准不同,从而产生不同的行动准则,这是当前耕地流失的主要原因之一.因此,农户土地利用活动很难自发杜绝耕地流失,必须借助于政府的土地利用规划、管理与宏观监控手段.最后,尝试构建了耕地非农化的多层推拉概念模型.

| Abstract: | The purpose of this paper is to construct the notion and quantitative analysis of the social value of land resource,and to detect the social driving mechanism of cultivated land losses.Analytical methods of documentation,induction and deduction are applied.The conclusions are as follows:(1)The social functions of land resource consist of property right attachment,land administrant model,social stabilization and social security,and so on;(2)It is a useful quantitative analytical tool to use the index of cultivated land press,food grain security,labor flowing;(3)There are three-level land administrant systems in China,state-province-farmer,it is the major cause of an existing trend of cultivated land loss because of their different value criterions on land use option.This paper points out that the governmental land use planning,administer and monitor is the major means of cultivated land resource protection.At last,this paper tries to advance a multi-level push-pull conceptual model of cultivated land loss. |
