| 摘 要： | 从实践和理论两方面分析了中国海洋保护环境法律体系中存在的问题,如立法不足和执法不严等;并提出通过加快立法,提高立法技术、明确各部门职责等完善法律体系的对策。从而为更好地保护海洋环境提供法律保障,促进海洋环境保护事业的发展。
