| 上海市产业用地节约集约发展对策刍议 |

| 摘 要： | 上海市土地资源紧缺,节约集约有限的土地担负着以利用促转型的重任。以往全市产业用地节约集约的经验,对推进工业集中、产业集聚、优化结构、提升能级等方面发挥了重要作用。面对当前构建保障和促进科学发展新机制提出的要求,全市产业用地的一些管理体制、政策体系和技术标准还显得不够完善,相关机制等还需认真探索。文章在总结分析以往全市产业用地节约集约有关做法与体制不足基础上,就如何完善各项节约集约措施,构建并完善有效运行机制,促进全市生产方式的根本转变提出了发展对策初步建议。

| Abstract: | The fact of Land resources lacking in shanghai determines we should intensively use limited land to promote industry transformation.As of today,Shanghai has experiences on industry land using that have played important role in boosting industry centralization,convergence and optimization.In face of constructing new mechanism to safeguard and boost scientific developing,some system and criterion about industry land administration are imperfect.This paper firstly summarizes intensive using methods of industry land heretofore,secondly analyzes its imperfectness,and thirdly proposes tentative suggestion on consummating related measures and mechanism to promote right-about of the mode of production in Shanghai. |
