| 摘 要： | 区域经济一体化已成为全球经济发展大趋势，一些经济一体化集团正逐步向政治协同化和军事一体化演进，将深刻地影响21世纪全球经济社会发展格局，在中国华南地区，港资北移推动了粤港经济垂直一体化，也造成了香港制造业空心化和粤港产业同构化，随着香港传统劳动密体型产业转移接近尾声，两地经济垂直一体化的动力正在消退，从资本流动视角，文章提出构建新的合作平台，通过两地联合设立发展基金，风险投资基金，为科技开发，传统产业技术改造和共同发展高新技术产业提供资金支持，共同推动粤港经济进入水平一体化的合作发展新阶段。

| Abstract: | Regional economical integration, which is becoming the global development trend, and some groups of which are developing to government cooperation and military integration, will influence global economic and social developmental pattern in the 21st century. In south China, Hong Kong's capital northward flow caused its manufacturing industry hollow and economic vertical integration both for Hong Kong and Guangdong. By the ending of capital outflow in Hong Kong's traditional industries, cooperation between Hong Kong and Guangdong is vanishing. To solve the problem, joint development fund, risk venture should be established for restructure of traditional industry and development of hi tech industry,and promote their horizontal integration. |
