摘    要:"全流程优化审批、全区域便民服务、全业务网上办理、全节点效能监管"的"四全"服务模式是江苏省国土资源系统落实国家简政放权、放管结合、优化服务要求的一项重要举措。其中"全区域便民服务"是打破原有行政界线,方便服务对象就近办理国土资源行政审批事项,为社会提供更为高效、便捷、优质的服务。本文在对江苏省不动产登记服务网点建设现状特征分析的基础上,结合全省道路网络和居民点数据,采用成本距离栅格分析方法,以出行时间距离代替空间距离,计算和分析了"四全"服务前后江苏省不动产登记服务网点的可达性。结果显示:江苏省不动产登记服务网点在地区分布上差异较大,但居民点到达服务网点的时间距离大部分集中在30 min以内,"四全"服务前江苏省不动产登记服务网点的平均可达性值为32.5 min,"四全"服务后平均可达性值缩短至29.0 min(提升10.8%)。"四全"服务的实施加剧了江苏省城市之间可达性的差异(扩大5.0%),即高可达性城市得到进一步巩固,而低可达性的城市提升幅度相对较小。

Abstract:The"Four Entire"service—"optimizing approvals on entire process, covering convenience services over entire region, transacting online business on entire aspects, and supervising efficiency over entire node", is an important policy for Jiangsu Province Land and Resources System implementation of the request of decentralization, and optimization service. Among them, the "covering convenience services over entire region" is expected to service society with a more efficient and convenient way by means of allowing people to handle the business related to land resources nearby regardless of intrinsic administrative boundaries. On the status quo of real estate registration service network across Jiangsu province, our study compared the service network accessibility of real estate registration with two periods-before and after the "Four Entire" service implementation. During the calculation, cost distance method and travel time distance instead of space distance were adopted. The results demonstrated that the time from residential area to service node was commonly less than 30 minutes in spite of a significantly uneven spatial distribution of real estate registration service network. With the implementation of the "Four Entire" service, the service network accessibility across the whole province decreased from 32.5 min to 29.0 min (save 10.8%). Meanwhile, the accessibility disparity between cities slightly increased by 5.0%, which implied the cities with higher accessibility were further consolidated.
