泥石流防治工程经济效益评价研究

摘    要:地质灾害防治工程可行性研究报告需要编写经济社会、环境效益综合评价。目前我国几百个泥石流防治工程及三峡水库区200多滑坡治理工程的可行性研究报告,均为定性的简单叙述,将灾害体危害范围内的承灾体价值总量作为经济效益,不能充分说明防治工程的重要性,提供了错误的决策依据。针对上述问题,文章研究了泥石流防治工程经济效益定量化评估模型和评估方法。为地质灾害设计单位使用,提高地质灾害防治工程可行性研究水平。泥石流防治中工种经济效益为投资者投入资金,灾害防治企业建设防治工程而减少承灾体的最大可能经济损失与投资者投入的资金之比。防治工程资金利税率=地质灾害最大可能经济损失-防治资金投入/防治资金收入;防治工程直接经济效益:最大可能经济损失-防治资金投入;投入产出比=防治资金投入:最大可能经济损失。泥石流防治工程经济效益评价方法第一步进行泥石流危害范围内的承灾体调查。第二步进行泥石流防治工程经济效益评价。其内容包括:防治工程概况;经济评价基本数据;经济效益计算;经济效益评价。该文以湖南省郴州市北湖区南溪泥石流为案例,进行了经济效益评价。

Abstract:Economic-social valuing and environmental-economic integrated evaluations are needed in feasibility research reports on the geo-disaster prevention and cure project. Now, there are hundreds of debris flow feasibility research reports on cure prevention and cure projects and more than 200 landslide feasibility research reports of cure projects in the Three Gorges Reservoir area, which can not well explain the importance of the prevention and cure project because of the simple qualitative depiction and taking total worthiness in the undertaking disaster body area as the economic benefits. Therefore, we make the quantificational evaluation model and method used for the geo-disaster design company, which can enhance the level of the feasibility research on the geo-disaster prevention and cure project. The economic benefits of prevention and cure the mud-rock flow is the ratio of utmost economic loss reduced possibly with invest. The financing tax rate of prevention and cure project equals to the ratio of utmost possible economic loss for the geo-disaster minus the cure invest with the cure invest; the direct economic benefit of prevention and cure project equals to utmost possible economic loss minus cure invest; the ratio of devotion with output equals to prevention and cure invest with utmost possible economic loss. There are two steps in the evaluation method. The first step is to survey the undertaking body in the area endangered by the mud-rock flow, and the second step is to value the economic benefits of prevention and cure the mud-rock flow. There are 4 facets in the valuing content. The first part is outline of the prevention and cure project; the second part is the basic data of the economic evaluation ; the third part is to calculate the economic benefits ; and the last one is to evaluate the economic benefits. In the end, we validated our model and method with the case of Nanxi Debris Flow in Chenzhou City in Hunan Province.
