| 摘 要： | 珠江三角洲经济发达，河网密布，洪水问题一直比较突出。原因不仅在于这一区域内水系交错、堤围众多、洪水时空分布不均，还在于伴随该区域经济发展及受人类活动影响的洪水变化。人们对利益与洪水风险的取向直接决定了本区域洪水灾害损失的程度和抗御洪灾的能力。在各种防洪减灾的工程和非工程措施中，洪水保险是值得重视并应尽快开展的工作。

| Abstract: | With a complex river net and a high level economy, the Pearl River Delta is being beset by floods. The formation of flood in the Pearl River Delta is mainly influenced by 3 factors: inflow from the upstream rivers, regional rainstorm and the resistance of tidal flow. There are basically 5 types of combination of floods with the most dangerous condition being the 3 factors encounter all together. The temporal and spatial distribution of flood in this region is uneven. The variations of flood in both space and time are getting greater due to the influence of global climate change, the activities of human being and, especially, the river realignment and sediment dredging in the last 20 years. In such a developed area, people pay more attention to economic benefits than to flood risk, and the unreasonable exploitation of land has resulted in the increase of flood risk. Flood insurance is an important non-structural measure for flood disaster reduction and should be executed in force. |
