摘    要:区域发展与水资源是密切相关的 ,本文提出以时空运筹模型为核心的决策判断过程透明和分层交互的决策系统 ,简称透明交互决策系统。用户可以使用此系统找到研究区社会经济发展与水资源协调的方案。

Abstract:Regional development is linked closely with water resources in many regions, many factors interact in a coordinating and decision making process. Currently, there are two typical spatial decision support system based on GIS: one is Leung's system (Yee Leung and Wong, 1993): consisting with several subsystems: knowledge base, inference engine, input and output interface, etc. The system's infrastructure is completed and widely used, the decision is based on fuzzy clustering algorithm; another is Lin's (Lin. et al, 1997): the decision depends on fuzzy weighting and scoring, the system is designed on internet base, the users could interact with the system easily through internet. The decision theory for the both system could be grouped as factor analysis, a one way linear decision process. In fact, many decisions is a repetition and comparative process, there are feedback and dynamic mechanisms inside. The decision support system based on the feedback dynamic mechanism should be more close to the real world than the one with one way linear decision. In the paper, a decision making system based on a spatial temporal operation theory is suggested. In technical aspect, we have designed a transparent and interactive multi layer decision interface to realize the theory and for practice use.
