| 摘 要： | 在剖析目前水资源管理定义之缺陷的基础上,引入社会水循环概念,提出了水资源管理的定义:水资源管理是以构建良性社会水循环、实现水资源可持续利用为目的,政府有关部门依据水法调控社会水循环各循环要素所实施的行政管理。并依据社会水循环的概念框架,简要阐述了水资源管理的主要内容。

| Abstract: | Based on analyzing the problems of present definitions of water resources governance and the concept of social water cycle, a new definition is presented as follows: water resources governance is administration that the government branches concerning water resources issues to regulate elements of social water cycle in order to establish sound social water cycle and realize the goal of sustainable water resources utilization. Then,the contents of water resources governance are briefly elaborated based on the conceptual framework of social water cycle. |
