摘    要:以可持续发展战略为主线,总结和探讨了城市房地产开发建设项目的环境管理问题,指出:环境管理尤其是前置审批把关的重点应当是:(1)突出协调发展的重要性;(2)坚持以人为本,内外兼顾原则;(3)注重资源的合理有效利用;(4)提高技术含量,讲求效益统一;(5)建设期与营运期环境保护并重;(6)突出生态保护的重要性;(7)加强公众参与工作。

Abstract:Taking the sustainable development strategy as the key link, the environmental control of urban real estate development and construction projects is investigated. It is pointed out that the key points for the environmental control of construction project shall be (1) to stress the importance of coordinated development; (2) to adhere to the principle "serve to people and take account of both internal and external environments; (3) to pay attention to the rational use of resources; (4) to raise the technical level to improve both economic and environmental benefits; (5) to stress the environmental protection in both project construction and operation periods; (6) to stress the ecologic protection; and (7) to strengthen the public involvements.
