| 摘 要： | 行政伦理责任的研究基于一定的哲学理念。中西方哲学思想是行政伦理责任理念的源泉。民主、主体性、主体间性、批判性思维是西方思想家所强调的理念 ;稳定与和谐是中国思想家所强调的理念 ;中西思想家对“正义”与“平等”理念有着相似的理解 ;从行政伦理责任的理念到行政管理实践中的实施 ,不仅需要在法律体系中的渗透 ,而且需要来自于行政管理内部对于雇员实施的有关行政伦理责任的监督 ,以及对行政管理者和公民实施行政伦理责任的教育

| Abstract: | The research of the ethical responsibilities in the public administration is based on some philosophical ideas. The Chinese and western thoughts are the resources of the ethical responsibilities. There are some ideas which specially belong to the western thoughts democracy, subjectivity, intersubjectivity and critical thinking, while stability and harmony are emphasized by the Chinese thoughts. There are similarities between Chinese and western thoughts about the idea of justice and equality. To implement the ethical responsibilities, it needs permeating them into the legal system, supervising the employees from public administration inside and educating the administrators and the citizens. |
